The shit he did was not logical at all. If this was a high fantasy setting, and and there was a prophecy "Don't do this thing, or the dark lord will win" and a character said "Okay, lets do this thing we were specifically told not to do" people would be calling him an idiot.
If Wang had said "okay, lets scrap all these reliable weapons that have served us well, for a bunch of prototypes that have never been used in real wars before", he'd be considered the worst character of LOGH. Even in the real world you have rebel groups taking down the latest weapons, armed with decades old equipment. And Rossiu wasn't even replacing them for tactical reasons, he was replacing them for political ones. "Dur hur, they are old symbols, we need new ones. Yeah, throw away reliable hardware, for new hardware that has only seen small skirmishes with a handful of hold outs, cuz symbols.
