The latter part is more important than the former. This is the first real indication that we get that Nerv is doing something serious in the shadows. You knew Gendo was a jerk, but the Jet Alone incident made it clear that this went far beyond just him.

I didn't think Jet Alone could look more like Bubs but here we are.
It was a filler episode for sure, but I still kind of like it. It's Misato (mostly) and Shinji dealing with stupid shit that's not an angel, or an existential crisis.
Also it does have SOME importance.It's to show that both NERV and Seele were actively subjugating and sabotaging any other attempts other people developed to fight the Angels cause remember, the Evas weren't made just to fight them.
It's not a critically important question, but it does give a possible answer to the question "why are Eva's the only things man has developed as a defense? Has anyone else tried anything that could work?"

Also Ritsuko was a skank that was willing to turn the real hero of Eva into a walking nuke that would kill a lot of people because Gendo wanted his waifu back. Misato realized Jet Alone was betrayed at his greatest moment and saved him from himself.

Well, we did see attempted use of conventional weaponry to stop angels before this point. What we hadn't seen was an explanation as to why we needed children to pilot these robots. Arguably, we never got an explanation for that. I have no recollection of AT fields ever being explained much in the show beyond "they're a shield".
Anyway, the episode did give us one of Misato's best moments, so I'm happy for that, at least.

It's probably the fact that the whole "Master Plans" Gendo/SEELE/NERV were going for required a berserk EVA which until the dummy plug needed a pilot that could be disconnected and the reason for the Evangelion to be inclined to enter a protective state. Asuka and Shinji both have their mothers "in" the Evangelion, so that was already settled, and EVA-01 was shown to reject other pilots except for Shinji and the Dummy Plug (and if considering the Rebuild, the Dummy Plug doesn't really count as instead of simply changing who controls it, it literally forces Shinji's hands to cause the attacks, with some berserk elements, like roaring.) EVA-00 never had a Berserk Mode in combat, only doing so once, which has never been explained, unless you believe the theory that it was the body inside it (which in the theory is the Original Rei who got chocked out) mistaking Ritsuko for that one girl that killed OG Rei.
Also, it seems like you needed to be born after the impact, which was 15/14 years ago or so. So even if you want to have mature people, you couldn't.
