One one hand, it isn't a ruler. It's just a manifestation or symbol of the concept of absolute, total chaos. On the other hand, while having a single most chaotic thing to aspire to does get you to cause more chaos, it is by definition supporting order. Hard to say. Maybe simply praying to the chaos gods make you less favorable in their eyes.
