My guess is that the unions represent the remaining industrial capacity of Earth. Like, Europe doesn't exist anymore - that's why it and the Middle East are under African rule. Canada and Russia - somehow - escaped largely unscathed, that's why they're able to sit at a table with the US and all of Central & Latin America.
Also, notice the line between "Canada" and America isn't the real border. The eastern end follows the Saint Lawrence river, effectively annexing Nova Scotia and New Brunswick to America along with Southern Quebec.
