Other than movie appearances Stormtroopers had to be effective to keep the galaxy under control even if it was just guarding outposts.
Plus Having a soldier genetically made to be soldier would obviously trump some farm boy, or city slick who was trained to be soldier.

The Snowtroopers were almost incidental. There isn't really any explanation for the Republic using Jango's DNA other than "he's a top notch bounty hunter".
