Usually with blu-rays there's a chance to fix glaring animation issues that resulted from rushing the production or not having too much budget or time.
By all means, this looks like a very easy fix, and it's certainly a glaring issue. It's something that would be fixed.
I'm not even asking to make her completely detailed or on model, it's obvious that's impossible given the scale.
But, like they've supposedly done with a few other scenes, or at least so I've heard, they could have just slightly touched it up and make her look a bit better.

I don't see the need to fix it. It's a background character moving towards the foreground. Doesn't need to be perfect, or even in focus for that matter.
Now if she was in the middle of the screen front and center and looked like that, ok yeah, then fix it.

For fuck's sake man, it has been pretty clear from the beginning that Sunrise doesn't give a rat's ass about IBO. How hard is it to understand this ? What's amazing is that are a whole number of deluded people that just can't see the fuckall that is IBO. They say oh next week will be better. Ha ha no. It didn't work after the first episode, it hasn't work after the second episode, and it fucking hasn't worked after the 22nd episode. Sunrise has washed its hands of IBO, and they won't invest a single cent to improve it for the BD release.

She's not just a background character, she's the only moving thing on the screen and all the foreground characters shift focus to her for a good second or so. That's a lot of time to take it in.
Still, animators shouldn't even be THINKING about this scene when they have so much trash to clean up in the fights.

There are plenty of scenes from plenty of anime where characters at that distance aren't that poorly detailed. It's something that could have been improved with some effort.

Nah, I don't mind quality. It's generally either endearing or something that looks good in motion even if the individual frames look retarded. IBO is off model like crazy but it's really not that bad in motion.

It is because often times it stays on these off-model frames for way too long. Imagine if the beam javelin scene was in every battle, except the money isn't being used up for battles each episode and there isn't any decent choreography outside of the javelin scene, just copy-pasted Grazes sliding across the screen. Besides 10 or 20 individual frames done by Obari, it looks like shit. And honestly I'm not a huge fan of Obari's style on Barbatos in the first place.
