Except ratings don't matter anywhere near as much as they used to, certainly not in Japan, in any case. We're not in the era where anime can be cancelled mid-run because of flagging ratings. Despite reports that AGE's episode count was cut, even it wasn't outright cancelled.
IBO is, reportedly in any case, selling better than almost every anime airing alongside it. A lot of it's to do with the brand name, to be sure, but even if it's not a massive success for Gundam it's a success compared to almost everything else on the market presently.
You know you're doing it wrong when even A/Z and Cross Ange were more entertaining to watch and has better pacing.

Did they ever matter all that much? Teyandee got great ratings, like up to 14%, but it still got its plans for a sequel shot down and didn't get any sort of complete home video release until over 2 decades later.

I think that's part of the problem with this show. It feels like IBO wants to be like a late night anime, but is held back because it has to be more child-friendly due to it's timeslot.
Still, Banrise put it in a prestige timeslot where ratings do matter. That's still a major problem no matter what the streaming numbers are like. The show it replaced did way better, the show on afterwards does better, but no one is tuning in for IBO. People are lying to themselves when they say that is not an issue, ditto when they praise if for selling slightly better than G-Reco despite the latter's lack of push.
This is Banrise trying to make the next superhit, a show they had full faith in. They even went so far as to put it on normal streaming sites outside of Japan rather than their youtube channel, and announced a dub right as the show started. Not to mention the wider variety of merchandise. If you think they are happy with numbers like these, you're dead wrong.

I'm trying to work out the show's average up until episode 20, but am still missing episode 19. Omitting that and using the episodes I have data on hand the average is 2.25%. For reference, this is the same as AGE averaged when Kio was in the AGE 3. It's no doubt lower than 2.23% with that missing episode, which is what AGE averaged when Kio went all UNDERSTANDING!

The VN attempts to force investment in characters upon the reader by making them play through a regular harem VN, before dropping them into a grimderp, humanity at their worst scenario. Except, anyone with any common sense realizes these alternate reality counterparts have completely different characterizations and upbringings, effectively just making them similar to the previous cast on a superficial level. But apparently it pulls at the otaku heartstrings regardless.
Really the only interesting thing about the series is that it's one of the few mecha anime where you have aliens fighting purely terrestrial mecha.
