Because a tattered cape implies that it's been heavily used. Something heavily used on a combat machine tends to imply that you're dealing with a veteran that has survived plenty of engagements.

Well you have magical forces, and if you look at the Ispano Guymelef, Escaflowne, The cape could harden and become strong enough to sustain lift for wing membrane. So, the Zaibach Guymelef, which implores cloaking techhnology could be using a similiar material. this material can be pretty resistent to dirt most likely. it might be a metal infused cloth, or some sort of magical field. (Seeing how most Guymelefs need a dragon's heart in order to operate.) So they might have things built into their cloth like substance that removes the need to clean them.or the animators didn't bother, or no one thought of that during the production phase
