Well, since Tieria has access to Innovade "cloning" technology and can look like anyone, I choose him as best. It would be optimal if he could spread hos conciousness into multiple bodies at once.

Everyone sort of knows it's an open secret that Al/Hal is by far but only if both personalities are on the same page. Which is a rarity in itself.

Innovator Setsuna is obviously first. Second, and not by that much, I'd put perfect-soldier-H/Allelujah. Much lower than both, in third and fourth place, I'd put Tieria and 2nd Lockon, tho I think they are more even than apart.
Supposedly 1st Lockon was super awesome but I don't see it. I think that's just post-mortem goggles. 1st Lockon I'd place above Tieria and 2nd Lockon, but below both perfect-soldier Hal and Innovator Setsuna.
As for regular Hal, I guess he's probably still above Tieria and 2nd Lockon but much closer to them than to Innovator Setsuna.
So, my ranking would look sorta like:
I. Setsuna > PerfSold Hal >>> 1st Lockon >= Regular Hal = 1st Season Setsuna > Tieria >= 2nd Lockon.
Tho I'm not too sure of my placements of non-innovator Setsuna and how 1st Lockon relates to him and regular Hal.
As for boyfriends I don't know but I guess the Lockons are the only healthy ones, mentally speaking, so go for em.

It's mostly because he was able to out melee Ali even when he had a Gundam, and was looking very much like he was gonna win until that black minion of Graham's jumped in.
This is despite being down one eye and having a sniper unit with minimal melee ability vs Ali and Zwei's huge GN Buster sword.

Setsuna was clearly the best by the end but it took him all show to get to that level. Initially he was probably only 3rd best.
Al is next, then Lockon 2, and finally Tieria who always kind of sucked as a pilot and relied on his big guns and GN Field, as well as Veda link and Quantum brainwaves to handle most of the slack.
Season 1 it was Lockon 1, then Al, then Setsuna, and finally Tieria who was again the worst of the 4.

Well you can't be really creative with a heavy mecha. It's mostly just for tanking back and charging fuckhueg lasers. He did wreck shit with pic related though.
Also in the special edition of S2 they made him fight back before going down at least. It wasn't as explicit of a gangrape like it was originally.
