Basically, Katoki wanted a new Wing anime so he could design suits for it. He was told he'd get a novel with Sumisawa writing it. Katoki is pissed and wouldn't reveal his suit designs because he wanted an anime. That's why the Gundams are cloaked and the suits that aren't cloaked are complete clones of previous suits like the Virgo IV looking exactly like the Virgo II.
