I'd personally feel a reboot would work best. The older series mostly had self-contained episodes, so it could appear jarring if people suddenly started commenting on the Lovely Angels' previous missions as if everyone knew about them. (Especially considering the number of cases with death and property damage - though it'd be interesting to see characters affected by that catching up with Kei and Yuri, I'll admit). But to a greater level, it gives a bit more freedom for new tones and interpretations of the characters/plots. Like, it could re-visit the episode where Yuri's boyfriendwas dead the whole timeand take a different approach to it, maybe building it up over time before the reveal, or connecting the events to a major villain. Or have some time with Sandra from Revenge of the Muscle Lady before she betrays the 3WA.
I think part of Dirty Pair's power is how flexible the tone and plot are for spinoffs. We have the episodic and actiony TV series, the OVA series that ups the ante a bit, the spy-fi-ish Project Eden, the more fantasy-sci-fi Nolandia with very little fighting, the grounded buddy cop mystery in Flight 005, the additional casual violence and cyberpunk in the comics, and the greater focus on worldbuilding in the novels. It's a testament to the universal applicability of girls with guns ruining everything but still getting the job done. I hope reboots aren't afraid to go into new territory.

Flash honestly isn't as bad as everyone pretends it to be, it's just people upset at a few minor changes. It's only three years younger than Flight 005, and now it's 22 years old. I don't think it's entirely bad, but characterization leaves a lot to be desired. In the original both were pretty useful in their own way and they had enough in common to make the duo work, it also made the occasional bickering funnier.
In Flash Kei is hands own and solves most stuff and the nerd guy inherits all of Yuri technological skills so the only trait she has left is being flirty and that's not even a shared interested with Kei anymore. You can really feel they had a boner for Kei, the downside is that Yuri is just sort of there. They even acknowledge it at some point, but she is pretty useless even after the arc that addresses her vanity.
