Probably Season 5.
Season 4 and 5 will be running parallel, following the same overall story, but one season following the main trio and the other the FIS trio as they work on separate missions and mysteries that all relate to the greater plot, with occasional crossover of events and the teams such as Chris teaming up with the lolis or Maria with Tsubasa. The two season will then converge at the end and share the same final episode where they all work together to bring down the big bad.

On the other hand, I think that new characters aren't necessarily a bad thing as long as they have personalities and back stories that grip the audience. New characters were handled better in A's than in StrikerS and Vivid.
