Under the law, willwear is treated like vehicles. You're not allowed to use one when heavily intoxicated.
The USDF's Senbukai-willwear is intended for reconnaissance, and is a special air-type armor. Seems like the USDF wants to use flying willwear instead of fighter aircraft. Makes sense, since a small person is an even smaller target than a fighter jet, and senbukai does have missiles. Heck, the Elf Sigma armor of Unit 8 (Oscar 1) has particle beam cannons. Aerial dogfights are bound to happen again.
The Basel Conference where it was discussed world-wide if Police Forces are allowed to use military-grade willwear or not took place in Switzerland, Basel (that ought to be obvious on the name, of course).
IFF stands for "Identification Friend or Foe". Senbukai is equipped with such a system. It can identify targets based on radio frequencies and optic sight. Civilian aircraft is intended to be excluded from the beginning. This confirms that willwear armor does actually come with its very own AI, and the suit wearer is more like somebody who guides the robotic armor's action.

This is something I'm watching in a relaxed mood. It's rather silly and lighthearted most of the time, even kind of crazy, but in a very Toku-style sense. Which makes sense given all the episode writers have varying experience working on such shows (Arakawa, Inoue and two others I've forgotten).

One thing I don't like is the lack of civilian use of wears. While Patlabor focused on police work, it still gave glimpses on normal labor use like construction. In this show the wears have only been police units and modified units used by criminals. Just a short shot of wears working on a construction yard would add more depth into the setting.

We actually don't really know what LOGOS is really after, but so far, they have been trying to gain information about some kind of unified intelligence network called Orochi (in Japanese mythology, a giant three-headed snake), have attempted at getting their hands upon highly dangerous weapons (freeze grenades, big powerful giant robots), they have collected data upon potential threats (Unit 8) to whatever their plans are, and they've tried to manipulate politics by helping the current governor.
The ACTIVE program is a worldwide project where police agencies and other security forces are allowed to use military-grade power armor to combat the increase of crimes committed by people misusing willwear.
It is speculated that the little pink-haired girl who is almost always seen with Mythos seems to be a hologram. She might be a more advanced version of the software agent-program Lyko.

The Imperial Institute (Teito Labs) is the official technology center developing missiles, weapons, and other things for the Self-Defense Forces and the Police.
The Freeze Grenades were developed as a nonlethal weapon to incapacitate willwear users. The idea is to shoot water at a willwear user's feet, and then use the freeze grenade to instantly immobilize the target.
Looks like the way the grenades work for now is overkill.
The Kouki Brain Data institute is of course linked with the Kouki Education Academy (the school that Hinata Yamabuki attends). That facility is involved in the research of artificial intelligence.
Who knows, perhaps one of Orochi's three data-modules might in fact be located there.
The S1 hit on 123 is the Criminal Record and Guidance history managed by the National Police Agency Commissioner's Secretary at the Nakano Center. Even small acts of delinquency are noted there.
Aviation Law Article 80 defines the areas where flight is not allowed if it can cause danger to the area. But if the transportation minister gives his permission, that law does not apply.
Apprehend is the mode that allows Rin's willwear Primavera Panthera to unleash a small concentrated burst of high speed.
