Like pretty much every OVA for Gundam that isn't 0080, it's only positive trait is that it's pretty to look at. The story is not much different than like SEED or Age where they take a greatest hits of the UC and try to slightly tweak it to make it work

The author of Thunderbolt said he was given a lot of leeway in what he was allowed to do and was allowed to deviate from what was normally accepted in Gundam canon. (Such as half of Zeon forces refusing the surrender after the armistice was signed and your average mobile suit having extra manipulator arms to hold more guns/shields.) For my part I do not consider this canon thing important. There are a dozen of alternative versions from novels, manga, OVA, and Tv series . They are all canon stories, only take place in different universes.
