I still think it could've worked, but it would've needed all 4 Gundams in Trans-Am to function at it's fullest capacity. Most of the best moments in 00 were the /teamwork/ ones, and 00-Raiser shat all over that.
I'm not even one of the people that's all like "it became wait for Setsuna to show up and it was shit", but it did take away one of the core themes.
That said, Assault on Memento Mori was probably the best teamwork episode in S2, and it came after 00's Voice.

It was definitely planned. Lyle appears three episodes into S1. There's a scene where Neil avoids going to his parents' grave because he doesn't want to talk to Lyle, who's already there. Tieria's weird circuit eyes appear very early on, and we see that Nena has them too, so his being an artificial lifeform is clear from the get-go. Aliens were almost certainly listed from the start as a thing they wanted to do if Bandai would let them.
