There is literally no reason for the Kyshatryia to have legs, even beyond how often that applies to more common mobile suits. Everything the legs supposedly do, the 'wings' of the Kyshatryia already do instead.

The Nirvash typeZERO was the first LFO, remember? They completely developed it before other LFOs were made and it had a lifting board on top of its vehicle mode and skates when it was officially rolled out. The Devilfish is just an early model that doesn't have the same polish as the later ones.
I assume that when TheEND's archetype was found, since it was all part of the plan to have a "backup" Eureka, it was more directly modeled after typeZERO than other LFOs.

I unfortunately can't remember the particulars, but going by the games Holland's unit were the first to ever use ref boards with LFOs during the time period of TR1 (sometime after Sumner's unit encounters them using 505s on the ground and before they get their own boards in response)
What I can't remember is if they used them before fucking off or specifically to steal the Gekko, in which case the orphan flashback becomes contradictory and the game is arguably retconned because it was made before that episode. But the flashback also has them groundpounding despite the ref boards being mounted so you could also argue an animation mistake or whatever.
Rollout Nirvash is a boxy motherfucker with no board.
