Someone already said Dancouga and the Tobikage combiners (though Max God does have that, I guess?), but does Trider also count? Also some of Juushin Liger's forms don't - might be all of them, dunno. And Raijin-Oh, by God it has 3/4 animal components but no animal chest.there's a part of me that wants to say Aquarion Evol desperately.
