Other than Dragoon, none of the 8 main bosses of X4 were Irregulars. The Hunters labelled all of Repliforce as such because they refused to stand down as a nation. Even though General outright said to Sigma that he refused to make war with humanity.
Reminder that Master Thomas of the Sage Trinity's vision was to reset the world.
To do this he wiped out all but one original human, created the Master System, Elysium, and implemented the Carbon Re-initialization Program to effectively reset the world when The Master died...thus leading into the events of Megaman Legends.

This guy was created by Master Thomas. While not the Dr. Thomas who created Megaman and X, it is quite fitting because Master Thomas was named after the famous doctor.
Master Thomas based Volnutt off of the legendary blue hero of an ancient era. He tasked Volnutt to be an Irregular Hunter at his time in Elysium (A place where the real and copy X dreamed of creating) to hunt down anyone who would oppose the Master System.
