Could they have been the heros we needed, i mean they made the barzam so they can't be all that bad

Did there need to be a force to clean up the mess after the war? Yes
Did some of the honestly believe in what they were doing? Yes we see a good number of them have honest intentions
Did the leaders always plan to do more and were always going to be corrupt? Seems that way

This. It's not that the founding idealogy of the Titans was wrong, it's that it was staffed almost entirely by assholes who abused their power.

The concept seems a little vague in some respects. Obviously, the Zeon remnants on Earth and Space, and very briefly the Republic of Zeon proper, are still a military threat to the postwar peace.
The problem with the Titans is that they (or at least the whole leadership) LITERALLY do the worst thing possible in that context--align with the Zeon to fight their own enemies (including those within the Federation military).
A necessary task probably, but literally the worst people who could do that.
