I thought it was more Zanscare to the Resistance's League Militaire, at least taking into account what the First Order and Resistance are in relation to the Empire and New Republic.

I am assuming that the FO has a larger fleet than the New Republic.
New Republic is post One Year War lazy Federation, and the Resistance is akin to AEUG(ZZ), Londo Bell and LM who do the real work.
