That's Brian from Winspector. The institute that built Bikel and Walter also built them a third "brother" robot, and leased him to the USA for use in the FBI. But they reconfigured him with heavy armor and heavy artillery and programs him to kill criminals rather than arrest them. Doing so also removed some of the safeties. When he comes back to Japan, a hacker (with a very good motivation played by the guy who played Red Flash on Flashman) hijacks him and uses him in a plot for vengeance. It's one of the best two-parters in the entire series.
