On the GBA it was probably space limitations, and most of that carried over to OGs. Although there a lot of attacks that were missing got folded into existing attacks, like KRO's roar into Sonic Javelin or the Boxer's Catapult Kick into G-Sword Diver.
I think someone just really had a fucking grudge against the Gunner.
