They also dropped a massive fucking amount of hints throughout all of his appearances that he was, in fact, Kyouji. Pretty much everybody but the show's characters were painfully aware of it, even if they didn't know German.
There's also the fact that by itself, Schwarz Bruder doesn't mean shit. Who knows, maybe he's the "black" member of a brotherhood of German ninjas and there are red and yellow members too. It only makes sense after the fact.

I went in unspoiled (miraculously) somewhat recently and I figured it out within like two episodes after his introduction. Now, admittedly, I do have a pretty good ear, and I did watch it all in one weekend; there's a good chance that I wouldn't have remembered what Kyoji's voice sounded like watching it weekly on toonami as a 6yo. But I also watched through all of Speed Racer in middle school, so I was suspicious at just how hard Imagawa was shoving that Racer X dick down my throat.
