The original game already dealt with that. The Efreet isn't an official Zeon MS. Its creators are credited as the Zeon Earth Attack Force, implying it was the Zeon guys on Earth who just slapped the thing together one day and gave it a codename, where as Zeon's legitimate contractors are Zeonic and Zimmad.
