Why does Data not simply absorb Lore and B-4 in order to become the perfect android?

He had one, that's how they found him. Apparently positronic brains emit a unique frequency that can be picked up from light-years away. Which definitely should've disqualified Data from military service for security reasons.

Data posed alot of security risks (remember when Dr Soong could remotely override him to make him take over the ship?) but he was so valuable to Starfleet and the Enterprise they thought it was worth the danger.
