He is basically just affirming that he has free will, and doesn't have to follow a set destiny. It's one of the main themes of the show. Just because Chirico is born an ubermensch doesn't mean he has to live his life as one. Fiona believed that since she was created as a PS she had to fight and they could not be together, and Chirico had to prove to her that she has the free will to do what she wants.

The nice thing about Chirico is that despite everything he's seen and everything he is (Wiseman's chosen and all), his wants are fairly "ordinary" when all is said and done. He just wants a quiet life, with Fyanaand then, after she dies, assumedly with that space baby he's taking care of at the very end of his last story/. He doesn't go full edgelord about controlling the universe or revenge or whatever, he just wants to be left alone.
