It's one of those "only in 3 frames of animation!" deals, but of course, Transfags caught onto that so much that it reached meme status and now Takara are including a miniature Shockwave gun with their Masterpiece Shockwave toy that the bigger figure can wield. They also accounted for another frame by frame animation error where Shockwave had an actual left hand instead of a cannon, and so you can also swap out the cannon with a hand.

But Megatron regularly transforms into a Transformer-scaled gun to be fired by Starscream. There has to be some reason for it, unless Megatron just likes the feeling of Starscream's cold, traitorous fingers around his body.

Because he can't fire without someone else pulling the trigger in that mode. Shockwave's altmode is more practical for combat but far less effective for infiltration.
