For some reason there's 6 dubs for New Hope, 5 for Empire and 2 for Jedi, it looks like some are from different DVD releases and some are from different TV stations airing them.
The dub in OP's post is version 4/5 since the only difference between them is that the Emperor's voice actor changed for version 5 (TV).

It's not bad. The problem is Japan has very few voice types for characters that aren't kids and teenagers.
Take Japanese Metal Gear Solid. Yeah Akio Otsuka is good at Snake, but he might as well also be everyone else because they all that "Grr I'm manly" tone because that's all they know how to do because there's usually only one grown male of prominace in the casts of bishy teens.
In English you have manly Snake, half dead Ninja, and wicked British Liquid. In Japan you have manly all three of them because Japan doesn't have voice stereotypes for the latter two.
