Time and time again anime producers/directors/animators have to say BUDGET MEANS SHIT in the large scheme of how good an anime looks.
Gundam SEED was one of the most expensive anime shows made back when it aired and it looked like super shit / had tons of re-used footage and badly drawn animation.
Passion is what drives an anime to look good.

In SEED's case Fukuda just splashed out on getting popular idorus to make the OPs and EDs and getting the popular VAs, leaving less money for actual animation. There's also the case where he supposedly forced the usage of stock footage as opposed to letting the animators draw new frames.

There is a certain point where it does help though. Like you see amazing animation made with no money by 3 guys, but those things take like 5 years while they work some other job/s.
You need enough (if they are lucky a little less and they just do it out of will) to employ enough people for a long enough time, then if the passion is there you get something special
