Most likely culprit. Reason being that he's working for the law. If Earth-chan, whom everyone considers to be a paragon of justice and whose side she helps to be the right side (even if that's a misconception, she just helps those who need help the most, but dumb people are dumb), was going to help the protesters, it would mean that the police is wrong. Can't let that happen, so it's better to take her down.
There's also a chance that the ninja-cops managed to beat her up on their own.
Another possible culprit is Master Ultima. With both not-Gagarin and Earth-chan (both highly-respected proponents of peace) taken out, there won't be anyone with enough international fame to oppose his plans.

Then it slowly goes down with the amount of prolepsis and analepsis, but they always come up.
