To be completely honest, socialist activism really doesn't have room for growth in a constant state of war.
Socialist policies are about the government being a service for the people. In wartime, the government needs the people to be serving the aims of the government.

If you mean in Russia, that was because the government was already in a weak position and weakened further, giving the Bolsheviks the opportunity, but even then there was a lot of infighting about what the new government would actually be, the first thing that happened when they came to power was getting the hell out of the war, even if it meant copping huge concessions.
The FPA still had enough control to keep most radicals in line until the military coup. We see early on that groups with even mildly left leanings like Jessica's movement are harshly crushed.
