That's not what that article is saying at all. It's just explaining the concept of moe humanized depictions of non-human things using Hetalia and the OS-tan as examples. It's not stating anything about the canon of Robot Girls.
The Robot Girls look like totally human girls wearing costumes. You never see any mechanical elements in their bodies, Rocket Punches are just their gloves flying off rather than their actual arms, other appendages and similar elements also behave the same. They're basically magical girls.
