It's more hectic than Turn-A.
Basic plot is that people in fucking cold territory live in these big domed cities under the control of an armed law enforcement group, and it's okay to live there but a large bunch of the civilians are sick of it and decide to strike out for their ancestral homeland. They do this by literally hooking up and dragging huge chunks of the city out and into the snowdrifts, while stealing a bunch of machines and mecha on the way. The entire community is involved in this exodus and had prepared for weeks, except the protagonist Gainer.
He's this nerdy loser who just plays games all the time and ends up dragged into it, and ends up browbeaten/manipulated into controlling a cool ancient mecha to defend the convoy from their pursuers. Gainer is partly to blame for playing along though as he's doing it because he's got the hots for a girl.
It's an adventure/running series for most of the run until a crazy ancient god-weapon gets unleashed and nearly destroys everything.

It's really hard to follow (borderline random nonsense at times) but it looks damn nice, both characters and mechs, and it's really well animated. It's got a couple really good episodes, including the last ones.
I'd say it's worth a watch if you dig Tomino.
Right now I'm reading the mango in French and it makes a lot more sense than the show, it really is pretty much the same thing but much slower and better explained. It looks pretty sexy as well.

Its fun but dont expect much in terms of writing, plotline its about as messy as G-reco if not more so with quite a few loose ends that just get dropped in the final run, the difference that makes this actually worth watching is that unlike something like G-reco the characters are likable enough to carry the show, also in terms of pure pacing and directing its one of tomino's better show
