That seems kind of strange to make it so that dodging and blocking have range components. Perhaps alter it like use a lower amount of the Strength score for block and dedicated tanks can use the full score? Maybe alter Parry so that the counterattack has to be melee range.
Though having penalties to dodge when in melee range could also make sense. I also recall you wanted to make "No Armed Gear" stronger as well so removing dodge penalties in melee range could be an additional boon.

You don't seem to understand how arguments like this work. You think that because I make a claim, I have to back it up, which I did. But you ALSO made a counterclaim yourself, but for some reason think that you don't have to provide evidence for your claim. That's the whole point of the absence of evidence aphorism. There's no 100% answer, but just because you don't like my claim doesn't mean that yours is right, even though they both have the same amount of evidence, and indeed share that evidence.
