Okay, you got me there, but that doesn't mean pirates in general are popular. It's possible to have one example of a thing that everyone loves and not have everyone jumping on the dick of everything with that element in it.
Think of medieval fantasy besides LOTR up until Game of Thrones hit it big. It had its fans, obviously, but only the one thing was mainstream popular.

Also from the Yuusha/Brave: Exkaiser, the very first show of the franchise, has Geisters, the villains - "space pirates" hunting for treasures. Not your usual pirate crew, though: design-wise, they are essentially remodeled Dinobots, and treasures they steal are quite non-standard (electricity anyone?). The show itself has subs in progress (Silver Castle picked it up recently, along with Goldran - last release was episode 12).
