Agito and Blade where you can basically argue there are two secondaries from how important the 'third rider' is are the most blatant examples followed shortly by Ryuki though.

The main issue is that he evolves to "3rd Rider" AFTER Sho Aikawa leaves. While Sho Aikawa remained on the show, he pretty much wasn't a Rider. He transformed in the ending of the 1st episode of the Kiva world and then didn't transform again at all until Sho Aikawa had left.

Proto-Drive and Krim are fighting the Roidmude revolution. Unfortunately, they are seen as criminals, since Chase is a Roidmuide and Krim is helping him/is responsible for the Roidmuides.
A raid on one of their safehouses leads to the discovery of the Drive and Mach belts. Tomari and Gou, heads of the taskforce created by Commander Nira, are selected to use the belts to bring Krim to justice and destroy the Roidmuid threat.
Tomari has his doubts about his position (PD is clearly destroying Roidmuides, after all), but Gou is more than happy to smash up some Roidmuides and a traitor to the human race, so Tomari keeps his mouth shut.
Enter Decade, who aligns with Proto-Drive because fuck the police. Another raid, the first clash between the Riders, goes wrong, and Proto-Drive is destroyed in the crossfire between the Riders and Roidmuides. Krim is arrested and thrown in jail.
Proto-Drive wasn't destroyed, just spirited away by Medic, who gives him some TLC and turns him into Machine Chaser. He is then offered as proof that no Roidmuide can be trusted, and since the Riders use Roidmuide tech, can you really trust them?
Tomari and Gou come to blows, with Gou taking the Drive belt to use himself to destroy all the Roidmuides.
Gou hunts down Chaser, and is quickly defeated. Tomari and Tsukasa bust Krim out of jail, and he tells them his dream of a better world, where man and machine can live together in harmony.
Inspired by this, Tomari takes back the Drive Driver, and with the secret Shift Cars Gou didn't have, defeats Chaser and the other Roidmuides. Gou demands to see Chaser destroyed, but a speech from Tsukasa reminds Tomari of Krim's dream, and allows Krim to take Chase away for repairs.
End on an optimistic note, with Chase being given a new Driver and a human form to create a real bridge between man and machine.

They're all their own contained stories. Wizard, Gaim, and Drive all have a crossover in their final two episodes with the newest Rider at the time.
Decade is basically alternate worlds loosely following the shows at best(Or sometimes changing it) so it benefits to have watched the other shows if at all possible, and it does have returning characters like Kenzaki from Blade, Shouichi from Agito, Kotaro from Black/RX, and Wataru from Kiva for example.
There's also Stronger having teamups with the older Showa Riders as well.
Even so, they're pretty much all self contained.

Yeah you can effectivaly watch any kamen rider you want too.
However do avoid Kiva and Decade as starters. Kiva was terrible and Decade is better if you watched all the hesei-era riders ( Kuuga to Kiva ) since its like a celebratory thing like the crossover movies.
Really just ignore any crossovers and specials until you've seen all the seasons that are in said crossovers, unless its showa era in which case you don't really need too.
