It's not, not the franchise as a whole... but around midway into GX, it just became the only thing left (the massive amounts of yuri-teasing). The plot was fairly standard and nothing that the girl's haven't done before, and most of the personal plots (aside from Hibiki) were cleanly tied up. And hell, Carol wasn't much of a villain to hold the show together... which is sad when you add in the fact that the one villain that did just that for G is swiftly done away with here.
There wasn't much to GX aside from getting the gang all together, having a good old time, confirming the fact (not that it was needed, really) that Shirabe & Kirika are indeed a couple, and completing Hibiki's character development while avoiding the other elephant in the room over Miku (again, not that it's really needed... it be an assumed fact that is re-enforced with so many other details about their relationship that it would be more surprising that, with all of this, Hibiki doesn't see Miku in the same manner that Miku does Hibiki )

If the small ability has no Damage Component (like Fire, Physical, etc) but instead an Effect Component (Lock On, Guard Break, etc) it does no damage unless you pump extra Phonic Gain into it for extra damage at a 1:1 damage bonus. Plus whatever stat the Ability is based off of (If its a melee attack, you add your strength score, for example)
So a Small Ability that is:
Melee (5' range, adds Strength Score)
Lock On (Effect Component, 5 Phonic Gain cost)
Hits for Whatever your Strength Score is. If you want a little bit more juice, you can add 4 Phonic Gain to hit Small Ability's Phonic Gain cap and just deal an extra 4 flat damage.
Additionally, here's some notes I just wrote down for a surprise:

Hi Symphobatle dev. So last week I managed to test the system really quickly (3 lvl 4 gears against the 4 lvl noise and the lvl 5 noise in the rule set). Note: this was done with people who don't know symphogears at all.
Anyways things that I noticed from the short test. 1: Fitness is too useful right now. That's mainly because right now there's no reason not to take 60' range because there's no trade off. I would suggest making it so that 60' range can only hit things in a range of 30-60' (and if that's the current intended, it's not clear). 2. Is there any way to increase temporary phonic gain generation besides X-drive, ignite, etc. Because right now only gaining 1d10 phonic gain a turn is kinda low, especially for later levels (a quick calc tells me that the average base phonic gain at lvl 10 is about 150, which means you need around 20-40 turns to generate the extra 150 phonic gain to activate your ultimate ability.) Its possible that you're unclear about how you generate phonic gain just due to the way it's worded and I may have missed it, but there needs to be some way to scale phonic gain generation to your level. 3. The bardic trait line is weirdly balanced. The strongest trait is the second one because the damage reduction is really strong (especially early), and the third one doesn't really matter because you end up needing to pump 5 more phonic gain into your abilities anyways to make up the damage loss.
There's a few other balance issues I notices that were more personal preference ( I like adding damage to melee characters) but those were the major issues I noticed

I would prefer not having Temp gain be have too many dice, and I feel like it should scale with level. An idea my group came up with was 1d10* (1+level/2) which means as you lvl up your generation goes up, but there's still room for you to just get a string of bad rolls and not generate any gain.
Oh also I forgot to mention, Ability really needs to be able to do something in fights besides 30'. Right now strength allows you to block stuff and Fitness to dodge, so Ability needs to be used somewhere. Personally I would make it so when dodging the attacker rolls 1d10+ability rather than fitness.
I'll probably email you a list of what I think about each trait/component with suggestions sometime later.
