Because Kamille never learns. His character development is always one step forward and two steps back. It doesn't matter how much shit his behavior gets him into. It doesn't matter how much sense or Quattro, or Emma, or Fa or whoever are trying to talk sense into him. The sad thing is that even Jerid matures while Kamille stays an obnoxious little shit.
And you you can't even say Kamille is an asshole because of what happened to his parents. Kamille is the Gundam MC who's first major feat is to torture some unarmed dude with his giant Gundam hands. He was like this from the start.

What?
Kamille probably changes more throughout Zeta than any other UC protagonist. By the later episodes he's pretty tired of the war and seeing everyone he cares about get killed, a far cry from the Kamille that would start fights over the smallest attack on his ego and blamed other people for all of his problems.
Char is a better example of someone who never grows out of his "Why is mankind so mean to me, I'm the real victim here" phase. Quattro is the only one who actually agrees with Kamille when he's complaining about how everything bad is caused by lying adults.
