He's probably high. You could name at least 10+ pilots in UC better than Full Frontal. Amuro, Char, Scirocco, Johnny Ridden, Yazan, Seabook, Tobia, Kamille, Uso, Haman, Fuala, Katejina, Callisto bros, and so on.

Sure, but the some of the best pilots in UC have had a Zaku II, so it doesn't meet the requirement. Even a Leo wouldn't qualify since AC's best pilots have been in one and dominated with them.
If you picked a specific variant with no good pilots, then maybe.
