Not so true. The Crossbone are mobil suit optimized to work with Jupiter gravity. In terrestrial conditions the F91 responds better and the performance difference is not that lower. A Better pilot with an F91 can safely destroy a Crossbone.
With the Victory the issue is more complicated because the disparity is far great. We can say that an upgraded and improved F91 would be a threat even to the mobile suit Victory time, but against the V2 it would be destroyed.

V2 is much better, it beats F91 at its own game by far and is (usually) better armed. Isn't the first Victory just as fast as F91?
Uso was also a better pilot than Seabook during F91 despite the latter being freakishly amazing immediately after getting in the cockpit.

If it's just the standard V2 without the Assault/Buster equipment, I'd give it to the F91 because of the Newtype stunts it can perform thanks to its Biocomputer.

I'd say the V2's Wings of Light could still get the F91 even with that though. It's what, a few kilometers long, and even with the F91's range advantage, the V2 could still keep up for the most part. Would just have to spin around a few times to get a good hit with the WoL.

The bio-computer can't do that stuff, it's about relaying data directly to the pilot in the form of sensory information, and only a select few newtypes are able to do newtype magic without psyco frame.

Bio Computer is a machine that kinda manage to make Oldtype pilot on par with Newtype. It has no NT shenanigans like Bio Sensor or Psychoframe. But if you put a NT behind it, it acts like a double NT. so yeah. But still V2 outclass and outperform F91 by decades.
