One thing that's not really established all that well in most of UC gundam outside of Victory (which most people haven't seen) is that a lot of people on Earth technically aren't supposed to be living there. Basically the "Earth elite" routinely kick people off Earth to live in the colonies so they can keep it for themselves a little bit longer and if you're not expressly supposed to be there, chances are you're supposed to be living in space.
So really Zeon, as established by Zeon Deikun anyway, weren't really against various poorfag "illegal immigrants" on earth. They were against the elite class that was keeping earth for their own consumption. Although they did want everyone to live in space for various environmental and quasi-spiritual reasons. in CCA, Char tried to force this by dropping Axis on Earth and making in uninhabitable for humans, but this was after several decades of being radicalized by seeing his fathers vision tarnished several times over.
I also wouldn't take anything from an OVA as gospel, since their writers probably didn't "get" the universe as envisioned by Tomino perfectly right to take whatever artistic liberties they thought was necessary to tell their stories. Al in 0080 was deliberately made to be recognizable as a middle-class kid for the audience that watched it, but there's no signs of the class divide that caused all this trouble to begin with that is present or at least alluded to in Tomino work.

Tomino didn't seem to "get" it either, because there was no sign of that struggle in Amuro, Kamille or Seabook's lives or the colonies they inhabited either, both of which might as well have been idyllic scenes from Earth for all the difference it'd make. There's also no suggestion that everyone on Earth bar a handful of politicians is an illegal immigrant before Victory either and it's doubtful the millions that still inhabit it are supposed to be viewed that way even in Victory. If anything, that view in Victory and Judau's colony are the outliers and kind of retcons to make things more stark after the fact.

Side 7 is weird because it's really small compared to the other sides (1 individual colony in 0079, 2 by Zeta) that basically exist to house researchers for mobile suits and other military projects, which is what Amuro's dad and Kamille's parents were. So it's not really like a typical colony. Regardless, Kamille had to live under Titan occupation and clearly wasn't happy with it before the girl name incident.
By F91 the Federation has lost so much power it was barely holding onto its colonies and by Victory most of them seem to have set up their own little nation states, so it's kind of hard to judge how "oppressive" Earth is by then since they're not exactly in a strong position in the first place. We never actually see the Federation in their prime, since that was before the one year war. Pic related from F91 shows they weren't exactly the nicest guys though.
Earth isn't necessarily supposed to be idyllic either. In fact the first thing the girls in Victory who only ever lived in colonies do when they get there is bitch about how much it stinks. But the point is Earth is certainly reserved for an elite class and they do kick people off of it, which is what most of the people living in colonies are supposed to be. The whole purpose of them is to offload the strain on Earth's resources caused by humans. The Federation just gets to decide who stays and who goes. 4 of the sides were either gassed by Zeon of blown up in Nuclear war, but they've been repopulated and reconstructed by Zeta's time so all those new inhabitants had to come from somewhere.

They could also be at least partially immigrants from other colonies, given that new colonies mean new jobs and opportunities, which is always going to draw some folks.

The only really shitty colonies we see in UC are Shangri La and Sweetwater. Almost every other colony we see is some sort of idyllic suburban paradise. Londenion. Several Side 2 colonies in Zeta (one colony is literally a tourist resort). Side 6. The whole 'Poor, downtrodden Spacenoids living in shitty colonies' is as much as myth as 'Everyone on Earth is an Elite'.

It's funny how Zeon apologists like to say that Gihren doesn't represent the entirety of Zeon then go around and say that that guy and those rowdy soldiers in Amuro's home represent the entirety of the Federation Forces. I'm sure those Feddies tossing themselves at the Motorad fleet (poor, oppressed Spacenoid to be sure!) in outdated Javelins to stop them from rolling over innocent cities should be informed that their actions don't count as heroic because there are a few assholes in their ranks. The overarching message of the U.C. Time line is that humanity is horribly flawed, violent, and most of all obsolete with the idea that new types share consciousness. The best way this is shown is that all the factions in the time line are corrupt and dirty. You have Zeon, which is already covered in this thread. The titans, who carried out gassing colonies as well, on top of all the Shitty things they do in zeta. The federation with its blatant ignorance to the well being of spacenoids, and the disregard for there own troops I.e. In the ending of 8MST when they are purposefully sending single suits into the enemy base in the hopes that when the pilot is shot down the enigine will explode.
