The 60fps version is made using motion interpolation to create "fake" frames inbetween the original frames. It's attempting to create the illusion of more fluid animation but most of the time it just kind of looks weird.

There's a difference between a show focusing on robots as a core concept and a show just including robots. Genos isn't the main character and that other robot isn't even a recurring character. Licenseless rider is a serious stretch as he doesn't even henshin. Superpowers are to OPM what mechs are to Mecha shows.
