Not at all. Darth Vader is more of a Char clone than he is, given that he at least favors red and has a custom tuned TIE that goes faster than most others. And Vader predates Char by 2 years and couldn't possibly take inspiration from him. All that guy has is "wears a helmet", which a lot of people do. Camus was a famous commander known as "the black knight", who secretly worked against his own nation while also being its greatest knight. Apparently dies in a duel with Marth's and Archanea's forces, but survives and takes another identity.
Later, in the third game, he returns when Archanea becomes corrupted and starts oppressing the other nation in the continent. He teams up with Marth and the other heroes of the original game to stop them, now wearing a mask and claiming to be "Sirius".
A Einhejar (summoned spirit) version of Camus is also the leader of an army composed by villains from all games in the series in the DLC map of Fire Emblem Awakening "Rogues and Redeemers 1".
