Nah, there just wasn't a war on the scale of 0079. The One Year War started all that NT-use design but the Gryps conflict and Neo-Zeon "wars" were skirmishes by comparison. You didn't have a full-scale war like that again until 0155. Also Newtypes turned out to just be a new name for people with a rare ability, not a new step in human evolution that would become the dominant species. With no war and 99.99% of the population still being oldtypes, there just wasn't motivation to develop mass-produced weapons that could only be used by .01% of the population.
