What are some good sci-fi books where there's a totalitarian ultra-nationalist space empire like in Warhammer?
Not sure there really is OP. That's why 40k was such a success. The fantasy setting was just Moorcock plus D&D and was good but nothing the world hadn't seen before. Then they mixed in Dune and WW2 and suddenly had something totally new. Big success.
there's the Catholic church in Dan Simmons' "Hyperion" books. they even got power armor, for when they have to arrest unarmed girls.

You should check out Dune m8, its literally the basis that the 40k Universe is derived from and a damn good read too.
