It's complicated. Anarchy seeped in Italy by being appealing to the masses who were mostly employed in agriculture (like Spain, which followed a similar path) alongside socialist thought; both were spread orally or through read out loud pamphlets, and the doctrine was internalized by the general masses of workers. At the start of the twentieth century, lots of workers went on strikes and generally behaved all autonomist like (Biennio Rosso and so on (*sniff*)), which helped Mussolini get to power as he promised to crush them. After the end of the war there were a lot of radicalized ex irregular combatants, the partigiani, that (as people in this situation often do) wanted to achieve the utopia they dreamed of - but the Republic was founded, so they had to go underground and work against the government, which was Catholic/Conservative. This led to the establishment of a network of semi-independent cells, which became (alongside more publically acceptable forms of organization, ie communes) the main form of aggregation for anarchists (but really, it was like this from the beginning more or less). Now I'm fuzzy on my Anni di Piombo, but I'll just say that there were anarchist cells planting bombs and robbing bank vans about 20/15 years ago in my area.
