He's one of the best Catholic authors of the 20th century, which is by no means easy to be because there was a lot of competition.
The plots are interesting, characters diverse and the love for his country is very clear. He makes for quite a combination of worlds.

I've read The Samurai, Silence and Sea and Poison. I find him to be an underwhelming writer. The psychological depth he tries for in his novels pales in comparison to Dostoevsky and that's all he really has going on.

That's not true since he's going for two things more as very obvious- he writes historical novels hence a portrayal of a certain time and the religious dilemmas of people faced with martyrdom or something similar.

I think his chief aim in his fiction is to show the gulf that exists between Japan and Christianity. The historical settings are just to allow for a variety of backdrops and the moral problems arise due to the difficulty in reconciling the two. The reason why I mention his psychology is that his belief that Christianity cannot grow in the swamp of Japan can ultimately be shown only through the minds of the people of Japan and the people who try to bring Christ to Japan. Psychology is the vehicle he uses for this purpose. Historicity is merely incidental and moral problems arrive organically from this point.
So the psychology of his characters is second only to the purpose that the psychology is used.

I agree, that is his main point, but I don't think its fair or true to reduce him to just that.
His depictions of Japan are quite beautiful, his characters are quite well written and in the two I've read don't repeat each other like they do with say Russian literature in general (the unnecessary man archetype), I bring the parallel because Dostoevsky is doing a similar thing with another country with the same goal.
His religious experience is also at times stunning, fine, contemplative, melancholic.
