It definitely stood the test of time and a great vision. Tolkien is often included in lit for those same qualities, so I don't see why not.

Before I read it, I thought it was going to be. It's not. It's just a pretty good sci-fi novel.
Doesn't mean everything that gets labeled "literary" and reviewed in the Times is better, though. But if you're asking if it's great or even good literature, no.
