Yup, he is. His stuff is much better than his pappy's current output.
M. R. James wrote some good old fashioned ghost stories. They have the unseen-horror aspect of Lovecraft but with curses and ghosts rather than Old Ones. I read the collection A Warning to Curious, some of them were really good although some of them were just weird.

What does this involve exactly? Surreal stuff, narrator's descent into madness, just the general atmosphere? What Lovecraft story is most like a Ligotti?
