Conscience = Order.
Government = Hierarchy.
Governments and global capitalism do not create order, but rather stimulate intentional chaos for power and profit, which will drown out more natural human order. Conscience means order, not government. Anarchy is not chaos but the absence of hierarchy.

Your conscience kicks in and tells you that this is wrong and should no longer happen. You do your best to stop this from happening in the future. Are you now not placing your personal values above others in a hierarchical structure? Is that not the seed of governance?

Government by your definition is any act of one person exerting control over another.
